Q2. How to apply Continuing Education Fund (CEF)

Our Centre and Course are recognized by the Hong Kong Government’s Continuing Education Fund (CEF). The Continuing Education Fund (CEF) subsidizes adults with learning aspirations to pursue continuing education and training courses. Eligible applicants will be reimbursed 80% of their fees, subject to a maximum sum of HK$10,000 (whichever is the less), on successful completion of our course.You can visit CEF’s website for details:http://www.sfaa.gov.hk/cef or you can download the CEF application:http://www.info.gov.hk/sfaa/cef. 24-hour Hotline: 3142-2277

The completed application form (SFAA 192) together with photocopies of HK Smart ID card should be submitted by post to:Office of the Continuing Education Fund, Room 916, 9/F, Kwai Hing Government Offices, 166-174 Hing Fong Road, Kwai Chung, N.T. or applicants may also place their applications in the drop-in box on 12/F., Cheung Sha Wan Government Offices. Applicants should submit their applications as soon as they have been enrolled in, and have paid for, the first course for which reimbursement of fees is to be made and, in any event,before the commencement of that course. Late applications will not be accepted. The date of receipt of the application by CEF will be taken as the date of application.

Q3. Who can apply for the Continuing Education Fund (CEF)?

Applicants who

  • are Hong Kong residents who have the right of abode or the right to land or to remain in Hong Kong without restriction, i.e. “A” (right of abode), “R” (right to land) or “U” (remain in Hong Kong without restriction) should appear below the date of birth on the HK Smart ID card. For details of the meaning of symbols, please visit the website of the Immigration Department http://www.immd.gov.hk. Holders of one-way permits from Mainland China may also apply. ( A copy of the one-way permit and the HK Smart ID card should be attached to the application form );

  • have enrolled in and paid the tuition fee for a reimbursable course before the course commences; and

  • are aged from 18 to 65 at the time of application and on seeking reimbursement of their fees.

  • Degree holders are eligible to apply for the CEF with effect from 1 September 2003. They should submit the application on or after 1 September 2003 but before the course commencement date.

Q4. How to Claim Reimbursement?

Reimbursement Procedures

  1. Each successful applicant will be provided with a Reimbursement Claim Form RCF) which should be submitted after successful completion of the course(s) and, in any event, within four years from the date the application was approved.

  2. Only courses on the reimbursable course list are eligible for reimbursement.

  3. A claimant should submit to the OCEF the completed and certified RCF together with copies of supporting documents (fee receipts, documentary proof that the claimant has successfully completed the courses and the front page of his/her bank passbook/statement showing the name, account number and bank name/bank code).

  4. “Successful completion” of the course means that the claimant must pass the course assessment as required by the course provider. Each course provider would have its own method of assessing successful completion of courses, including but not limited to examinations. Documentary proof of successful completion of the course may include a certificate of award, a letter or a transcript from the course provider certifying that the claimant has passed the relevant course assessment.

  5. If the course is co-organized by a local agent with a third party, say an overseas university, the claimant, when applying for reimbursement of fees, should submit the proof of successful completion of the course or a certification letter issued by the local agent.

  6. Claimants studying language courses (except written Chinese) are additionally required to pass a specified benchmark test at the specified (or higher) level within the four-year validity period. Information on the benchmark tests can be obtained from the following website: www.sfaa.gov.hk/cef/test.htm.

  7. Benchmark Test / Examination fees may also be reimbursed if accompanied with a claim for the relevant language course (except written Chinese). Claimants should complete a Reimbursement Claim Form for Benchmark Test / Examination fees (SFAA 205) and attach copies of documentary proof of passing the specified benchmark test at the specified (or higher) level and the examination fee receipts.

  8. The OCEF will not accept reimbursement of additional courses which are not stated on the RCF.

  9. Copies of all submitted supporting documents are not returnable. Claimants should retain copies for their own reference.

  10. Failure to provide all the necessary documents may lead to the rejection of the reimbursement claim.

  11. Reimbursement will be made by direct credit to the saving/current account nominated by the claimant for receipt of the reimbursement. The name of the claimant on the account must be exactly the same as the name on the HK Smart ID Card. Credit card accounts, fixed deposit accounts and foreign currency deposit accounts are not acceptable accounts for direct credit of the reimbursement.

  12. Payment will be made within six weeks from the date of receipt of the RCF, subject to complete and satisfactory supporting documents being provided. If the claimant fails to provide all the required information, the OCEF may approach the claimant for the supply of additional information in support of his/her claim and the payment processing time will be longer.

  13. Each applicant may make four claims of reimbursement, subject to a ceiling of HK$10,000 within four years from the date the application was approved. The CEF account for the applicant will be closed once the fourth reimbursement has been made or when the full sum of HK$10,000 has been drawn or at the end of the four-year period notwithstanding any unclaimed balance remaining in the account. Applicants are not eligible to re-apply in future.

Q5. Can I Claim Reimbursement 100% surely?

  1. CEF claimants would be eligible for fee reimbursement only upon their successful completion of the whole course.

  2. CEF claimants are required to obtain at least 50% passing mark for the assessment of the courses before they are eligible for fee reimbursement.

  3. CEF claimants are required to attend at least 80% of our courses to meet the fee reimbursement criteria.

Q6.What is the Checklist for Submitting a Reimbursement Claim Form?

  1. Have you successfully completed the course(s)?

  2. In Part A of the form,
    your personal particulars, have you provided
    application number, HK Smart ID number,
    bank account number,
    contact phone number ?

  3. In Part B of the form, have you provided
    the name of institution / course provider,
    the CEF institution code,
    the CEF course title and course code,
    the course commencement date,
    the course completion date,
    the actual amount of tuition fees paid,
    the date on which the tuition fees were paid?

  4. Have you submitted the form to the institution / course provider and obtained certification in Part B of the form?

  5. Have you read and signed the Declaration in Part C?

  6. Have you attached

  7. copy of the front page of your bank passbook or statement showing your name, account number and bank name / bank code (name of account holder must be exactly the same as the name in the Hong Kong Smart Identity Card),
    copy(ies) of the tuition fee receipt(s),

I. Application procedures

1. Complete the application form SFAA192 which is available at Life Enrich Training & Consulting Centre, district offices, and the Office of the Continuing Education Fund (OCEF). The application form can also be downloaded from our website, please click here.

3. Part B of the completed CEF application form must first be certified and stamped by our centre.


4. The completed application form, together with photocopies of HKID card should be submitted by post or by hand to: Office of Continuing Education Fund, Room 916, 9/F, Kwai Hing Government Offices,
166-174 Hing Fong Road, Kwai Chung, N. T.
Applicants may also place their applications in the drop-in box on 12/F, Cheung Shan Wan Government Offices (Scanned or faxed copies of the application form are not acceptable. Please do not submit the Official Receipt issued by Life Enrich Limited along with the application.)


5. Applications are processed on a first-come-first-served basis, subject to the availability of funds. Applicant should submit their application as soon as they have enrolled in, and have paid for, the first course for which reimbursement of fees is to be made and, in any event, before the commencement of that course. Late applications will not be accepted.


6. The date of receipt of the application by OCEF will be taken as the date of application.


7. For applications containing complete information, application results will be issued within twelve working days from the date of receipt of applications. Applicants who obtain in-principle approval for reimbursement of fees may not submit a second application. If the information provided is incomplete or there are discrepancies in the information provided is incomplete or there are discrepancies in the information provided, applicants will be requested to give an explanation or provide supplementary information, in which case the processing time will be longer.


II. How to Claim Reimbursement

1. Each successful applicant will be provided with Reimbursement Claim Form (RCF) (SFAA193/194) which should be submitted after successful completion of the course(s) and, in any event, within four years from the date the application was approved.


2. "Successful completion" of the course means that the claimant must pass the course assessment as required by Life Enrich Limited. And to be eligible for reimbursements under the CEF Scheme, all students who enrolled in a CEF Reimbursable Course be required to:-


i. attend at least 80% of the Course; and
ii. achieve at least a 50% passing mark in the overall assessment of the Course

3. Claimants should submit to the Office of the Continuing Education Fund the duly completed RCF, stamped by Life Enrich Limited, along with the following documents:
i. Photocopy(ies) of the Life Enrich Ltd Official Receipt(s);
ii. Photocopy(ies) of the documentary proof of successful completion of the course:
iii. Copy of the front page the claimant's bank passbook/statement showing his/her name and account number. (Submitted documents will not be returned.)


4. Reimbursement will be made by direct credit to the claimant's bank account. Credit card accounts, fixed deposit accounts and foreign currency deposit accounts are not acceptable accounts for direct credit of the reimbursement.

III. Procedures for the Stamping of Reimbursement Claim Form

1. Complete the Continuing Education Fund (CEF) Reimbursement Claim Form (RCF). (SFAA193/194)

2. Enclose the following documents in an A4 size envelope and forward the envelope to our centre i. a self-addressed envelope with postage stamp affixed;
ii. the duly complete Reimbursement Claim Form;
iii. Photocopy(ies) of the Life Enrich Official Receipt(s);
iv. Photocopy(ies) of the documentary proof of successful completion of the course
3. Life Enrich Limited will return the stamped Reimbursement Claim Form to the claimant within fourteen working days by post.


Q8. WHAT IS NLP?

Neuro-Linguistic Programming (NLP)

  • N stands for Neuro: The neurological system regulates how our bodies function,

  • L stands for Linguistic: How we communicate and are communicated with both verbally and non-verbally.

  • P stands for Programming: Our programming determines the kinds of models of the world we create.

  • They are the three most important components involved in producing our experience.

  • Neuro-Linguistic Programming describes the fundamental dynamics between mind (neuro) and language (linguistic) and how their interplay affects our body and behavior (programming).
    NLP was created and developed in the early 1970's by Dr Richard Bandler and John Grinder. They studied the most effective therapists at that time together and formulated a methodology whereby they began to understand how these successful therapists were so effective and efficient and how to model other elements of human behaviour excellence.


    Q9. Who will benefit from the NLP Course?

    (Neuro-Linguistic Programming) is a set of psychological tools that help us how to live more happily, how to become more motivated, more energized, how to communicate, influence and convince more easily and thus we can improve ourselves in any area of life.  Whether you are in a health-related field, counseling, psychotherapy, education, management, sales, leadership, parenting, public speaking, or any other profession – these powerful techniques will help you both professionally and personally!


    Q10. What are the presuppositions of NLP?

    Below are some of them:


    • The map is not the territory.

    • There is no failure,but feedback.

    • Behind every behavior is a positive intention.

    • People already have all the resources they need.

    • The meaning of a communication is the response you get.

    • In any system, the element with the most flexibility exerts the most influence.

    • If someone can do something, anyone can learn it.

    Q11. What is the difference between NLP, Hypnotherapy, and Time Line Therapy?

    When we use NLP, Hypnotherapy and Time Line Therapy together, the outcome will be extraordinary! Hypnotherapy helps us to gain access to an altered state, through the artful use of suggestions, to produce change at the unconscious level. Time Line Therapy enables you to release the effects of past negative experiences and emotions. This tool also creates and installs compelling events into the future. Both are dependent on the linguistic skills learnt in NLP.
